Precocious Puberty advice

I’m worried for my daughter who is 8 yrs old and already developing breast buds. Although this is classed as ‘normal age’ I feel she is way to young to be starting this change. She’s way more developed than her 11yr old sister!
She’s not overweight and eats a healthy diet with plenty of exercise.
Is there anyway to help her? I worry her periods will start at 10 and then she’ll stop growing so will be short in stature.
Is there anyway I can slow it down/ better support her?
Any advice is welcome
