Low BBT

Hi, does anyone know what consistently low BBT means? I do not have any bleeds nor do I ovulate and I'm trying to understand why. I've been looking at my BBT chart and the temperatures are consistently below 36C throughout the month. I have many days of fertile cervical mucus spread throughout, no thermal shift and consistently low BBT. I had my thyroid checked and all the values are normal (lowish FT4 but within normal range). My hormone values were all within normal ranges except for progesterone. Any ideas would be helpful. Thank you!
